Urging DKPP to Impose Strict Sanctions on KPU Members

The Executive Director of the Network for Democracy and Electoral Integrity (NETGRIT) Hadar Nafis Gumay urges the Election Organizer Honorary Council (Dewan Kehormatan Penyelenggara Pemilu or DKPP) to promptly impose strict sanctions on the Election Commission (Komisi Pemilihan Umum or KPU). Up to this point, the KPU has not heeded the Supreme Court's (Mahkamah Agung or MA) decision regarding women's representation in the legislature."

"Until today, KPU's efforts to ensure that political parties nominate at least 30 percent women are not evident. There have even been attempts by electoral organizers to evade and procrastinate," said Hadar during an online discussion titled "Jaga Kualitas Pemilu: KPU Patuh pada Putusan MA - DKPP Tegas Sanksi Penyelenggara [Preserve Election Quality: KPU Complies with the MA's Decision - DKPP Imposes Strict Sanctions on Organizers]" held on October 6."

The KPU Regulation Number 10 of 2023 has not been revised up to this point by the KPU. Meanwhile, the nomination process has reached its final stage, with KPU set to finalize and announce the Final List of Candidates (Daftar Calon Tetap or DCT) on November 4, 2023."

With the regulation not yet revised, this will have an impact on the number of Temporary List of Candidates (Daftar Calon Sementara or DCS) that do not reach the 30 percent women's representation threshold. Based on the KPU's DCS announcement, he noted that the number is not less than 7,971 candidates.

The former member of the KPU from 2012 to 2017, believes that electoral organizers are not acting independently and professionally. In this context, the KPU has provided space for political parties to nominate women for less than 30 percent. According to him, the lack of revision to the PKPU will undermine the affirmative action system established by the law.

"The hope is that DKPP corrects the electoral organizers with these major issues. DKPP should act firmly, be objective, and fair by imposing severe sanctions on the organizers, especially the KPU. The risk is that our election could turn into chaos," he stated. []
